Baltimore Peninsula Considering Data Centers, More Townhomes for Development Parcels

The Baltimore Peninsula Development team is considering adding data centers, townhomes, and a stadium to future phases of its development. The team noted any of these uses will only be a small fraction of the 235-acre, mixed-use development in the former Port Covington neighborhood in South Baltimore.

Chapter 1 of the development saw the construction of the Sagamore Spirit Distillery complex and Chapter 1B, which opened in 2023 on the eastern waterfront of the development and added five new buildings with a mix of apartments, hotel rooms, office spaces, retail spaces, and event spaces. This phase added many new blocks, parks, and public spaces to the area. However, there are still many pad sites available and land to be developed throughout the development footprint.

The Maryland Stadium Authority recently studied the possibility of a soccer stadium and training facility at a 13-acre site that would take up a lot of the space formerly occupied by the former The Baltimore Sun building, which was demolished in 2023. This site is just west of the Chapter 1B buildings. The price tag of this project would be $188,851,000 to $221,102,000, according to the study. Funding for this potential project has not yet been determined.

Also new to the Baltimore Peninsula neighborhood is Under Armour’s headquarters which includes a 280,000 sq. ft. office, retail, and fitness building. The campus also has a stadium, a 170,000 sq. ft. office building in a former Sam’s Club, and a former Walmart building used for various functions.

The under-construction, 25-acre Locke Landing development by 28 Walker is moving along at a quick pace and adding two apartment buildings totaling 420 units, 297 townhomes, and 92 two-story condominiums within 46 four-story townhomes. 

A spokesperson for the Baltimore Peninsula Development team told SouthBMore.com: “There is tremendous flexibility within the master plan and the Baltimore Peninsula team has been exploring a variety of opportunities for small fractions of the overall site, including a stadium, townhome development, and industrial uses including data centers. Now that we have critical mass on the site with our development, the Under Armour HQ, and Locke Landing, we’re seeing interest from a variety of different potential partners to join us on the Peninsula.”

The Baltimore Peninsula team has not yet determined the potential size and program of the data centers, but noted they are committed to environmental mitigation if they do move forward. The data centers would be just a small component of the mixed-use development plan that has a focus on entertainment. 

The Baltimore Peninsula Development team is also looking into a land swap of the Baltimore City-owned Swann Park in exchange for land owned by the development team. A spokesperson told SouthBmore.com an in-kind replacement of what is at Swann Park should be the process. Swann Park has three baseball fields and a football/soccer field.

When asked why the Swann Park land is of such interest to the Baltimore Peninsula Development team, the spokesperson noted industrial and entertainment users have shown the most interest due to the size of the parcel.
