Construction began this month on Westport Waterfront Park, a 10.5-acre public park that will serve as a centerpiece of the One Westport development in South Baltimore. The $30-million park is being built alongside the waterfront community that will ultimately include more than 500 townhomes by Ryan Homes.
The park will be constructed in two phases over the next several years as development of the larger project progresses.
Westport Waterfront Park is a partnership between Stonewall Capital, Parks & People, and South Baltimore Gateway Partnership. The park will have a dedication to the Baltimore Black Sox, an American Negro League baseball team founded in 1913 that began playing in Westport in 1917.

The Baltimore Black Sox reached their greatest success in 1929 when they captured the American Negro League pennant with a 61-28 record. The park will commemorate the team’s contributions to Baltimore’s African American history and baseball legacy. Several future Hall of Fame players spent time with the Black Sox, including Satchel Paige, Leon Day, Biz Mackey, Mule Suttles, Pete Hill, Ben Taylor, and Jud Wilson.
Phase 1 of the park, which is located adjacent to Parcel B where 205 Ryan Homes townhomes are under construction, began this week. The first phase is expected to be substantially complete this fall with final finishing touches scheduled for spring 2027.
Phase 2, which includes the remainder of the park, is expected to break ground in Spring 2028 and be completed in Spring 2029. Sculptures honoring the Baltimore Black Sox players will be installed as part of the second phase. Parks and People is working with local artists to design the Black Sox sculptures, as well as with Coppin State University students to research the team.
The park was designed by Field Operations. Renderings show a large central lawn, waterfront walking and biking paths that connect with the future Middle Branch Loop Trail, a nature play area, a kayak launch, a stone-surfaced cove area, and extensive landscaping featuring a variety of native plant species.
Additional park improvements are planned for Smith Cove at the southern end of the development.
Development continues throughout One Westport. The first block of Ryan Homes townhomes was completed this winter and several additional blocks are now under construction. New walkways and pocket green spaces are also being added throughout the community.

A second builder is expected to construct 51 homes along the western edge of Parcel B facing the newly-rebuilt and realigned Kloman St.
Homes at One Westport feature at least three bedrooms. Three-story models include bedrooms on the first and third floors. Four-story models offer customizable bonus spaces on the first and fourth floors, bedrooms on the third floor, and rooftop terraces accessible from the fourth floor.
Current home prices range from the high $300,000s to the $700,000s.
SEH Excavating Contractors is serving as the site development contractor for Parcel B.
Ryan Homes is also expected to build approximately 300 additional homes in a future phase on Parcels C, D, and F. These parcels were originally envisioned for a mix of apartment buildings, office space, and retail development.
Parcel A is planned as an affordable housing community. It is being developed by Sight Insight and The NHP Foundation.
